Why does this game freeze SO OFTEN?! (SOLVED)

I play on latest top-end pcs. Can someone explain why is this happening? I think Windows 10 is the issue. Maybe anything else?

actuelly , i have a windows 10 too , and i was just about to create a discussion explaining that , everytime i join a server my game crash ,only with casual servers , i guess its about animation and skins
i saw some1 saying enable "disable html" in adv options , performance options , it did for some ppl and for otehrs it didnt

Poor optimization ain't an excuse.

If someone with a ♥♥♥♥ CPU can run it, I think anyone can really, unless your computer is from the late 90s.

GTX 1060

Freezes vary at around 1 second to 3 seconds at times when Im engaging an enemy or Im in view of a lot of action...fire, explosions, lots of players in view, etc

I run a 1050Ti and Core 2 Quad q8300 with 4GB DDR2 RAM.

The freezing doesn't happen to me, and I have worse specs than you (idk if the 1050Ti is slightly better than the 1060 or not)

Keep in mind that LOW settings does not improve the issue in any way. It only gives me more FPS. So regardless of the fact that Im getting extremely high fps, the game will still freeze usually...When in a valve server or a custom server.

I'd reinstall the game or try lowering the settings. Shorter freezes(0.2-0.5 seconds) are usually due to monitors slow response time or low refresh rate, however since you have a laptop, this doesnt really apply to you.

I suspect that it is MSI... They run a lot of programs from the very start...except I only keep the IMPORTANT ones running and not the ones I never use.
