How do i cash out my refined metal?

I have like 60 ref and i want to be able to get them into steam funds. but the only key seller i found had a key hold and the other guy i send a trade to dident even see the offer so far. So is there any other way to cash out?

The raising keys price is kind of a vicious cycle: People see the price and offer a little more metal to make it more attractive for traders, after a while, it gets turned into the standard price and key sellers refuse to pay for that amount, making ref sellers start the process from step 1.
