The truth why is there no Hatless Soldier cosmetic?

Sniper, Scout, and Engineer's hatless cosmetics were added to this game, why not soldier's? Because if it were in-game, I would've brought it by now.

because soldiers need hard hats in order to keep them alive.

The Soldier's hair IS his helmet! Why do you think it never comes off during rocket jumps despite not having a chinstrap? Why do you think it offers him virtually no protection?
If you remove his helmet, you remove part of his head.
