Why is Scout called Scout?
He's not a scout, he doesn't spot things for his team, he steals things and runs away very quickly and is very mobile.

Scouts are generally light weight, small and fast people.

Seems to fit him.

See? Scout is a fast class that also flanks and generally moves ahead of the main combo (medic soldier/heavy depending on HL or 6s)
