what router or device, my router has UPnP automatic port forwarding

TF2 uses the following: (easily found if you would have bothered to use the search button)

UDP 27015 - Main connection port. This is the port and protocol used by the server browser, allows clients to connect.

TCP 27015 - This port is used for RCON such as with SourceBans (if needed).

UDP 27020 - SourceTV (if enabled). You can disable this port by adding "-nohltv" to the start up command.

UDP 27005 - This is an outgoing connection used by clients. Typically you would not need to open this port in your firewall because this is for OUTBOUND connections. Port forwarding is usually only required for INBOUND connections. If you're not sure if you need this, you DON'T. People who need to open this will already know that they do because they very specifically configured their firewall to restrict outbound traffic.

what operating system antivirus security programs need to no the configure them , I have been there be for and no how to fix it if I had the system

Lame router no Firmware Currently Available.
http://support.ismartalarm.com/hc/en-us/articles/206123407-Arris-TG1672G

see if you can disable the Firewall on the router, if the OS has a firewall you do not need the router firewall just more problems.

try A DMZ (demilitarized zone) on a home router refers to a DMZ Host. Strictly speaking, this is not a true DMZ. A home router DMZ host is a host on the internal network that has all UDP and TCP ports open and exposed, except those ports otherwise forwarded. They are often used a simple method to forward all ports to another firewall/NAT device.

if the port it still block you have a program blocking the port

It might just be that this post is outdated, but I followed this to a tee but it didn't work. What should bind the internal ports to? Also, other places I'm looking are saying to use port ranges, which you don't specify.

If you're still looking portforward.com exists, they have say these ports are required for a TF2 server:
TCP: 27014-27050
UDP: 3478-4380, 27000-27030
LMK how it goes, I'm also looking to set one up but my server's having some hardware troubles.
