Try "fps_max 500".
The "fps_max ***" was set to 300, thank you for your answer.

fps_max "0"
This will disable the max fps for tf2. But i dont recommendly this. I recommendly you to do this:
Get your refresh rate and calculate x2.
Example: 60x2 = 120
And calculate +1
120+1 = 121
Then, type fps_max "121"
=)
It was more of a sidenote that might not have an actual answer, but it creates alot of room for discussion. someone might know the cause and reason why my computer is underperforming in this specifik game in that specifik task, but probably not.
The question was why the fps won't change when I change the in-game settings, the "fps_max" explained why it won't go over 300, but doesn't explain the other question.
It'll remain a mystery then.

I've never been able to set my fps_max either. I can change it, but mine will also always revert back to 300 after a few rounds. I just gave up trying to tinker with it completely.
But it's not the actual fps itself of which I'm after, I'm trying to get the perfect response time for my aiming.
