Try turning your HDR (High Dynamic Range) to full.
@OP go into console and type "differences", and it will show the game's cvars that are different from the defaults. You might be able to look through them to see what's up.

The weird thing is that I can't change it back to 0, it always comes back to 1
Also, this might not be your issue, but I while back I had a texture overhaul pack that I messed up somehow and it would disable specular maps while active. I'm doubting you have custom files causing the issue, but you haven't said anything about it so I'm going to assume you haven't checked.
