My game is stuck at fullbright
I already tried setting mat_fullbright to 0 and veryfing game cache but none of them seem to work

Also mat_fullbright is always changing its value back to 1

Fullbright has nothing to do with the screen's brightness, fullbright makes your game look like this:

You might have it set in a config file somewhere. Also, I believe mat_fullbright is considered a cheat command by the engine, so maybe turning sv_cheats to 0 will disable it.

Seems like I don't have any config on my game, also disabling sv_cheats didn't work

I think that's why it would be a cheat. It disables every texture type except diffuse maps, so no phong, specular, or normals will show up.

@OP go into console and type "differences", and it will show the game's cvars that are different from the defaults. You might be able to look through them to see what's up.

I tried googling it, but I couldn't find any informative results.

So I typed the "differences" command and this is the only related thing with my issue:
"mat_fullbright" = "1" ( def. "0" )
cheat
The weird thing is that I can't change it back to 0, it always comes back to 1

What did it say sv_cheats was set to? If cheats are disabled, then you might need to re-enable them to access the command to disable fullbright, since some commands retain their effects even after setting sv_cheats back to 0.

Also, this might not be your issue, but I while back I had a texture overhaul pack that I messed up somehow and it would disable specular maps while active. I'm doubting you have custom files causing the issue, but you haven't said anything about it so I'm going to assume you haven't checked.
