Why is "Magnum Force" Sniper trailer theme not in the Valve's new Soundtrack pack.

Ya'll know tf2 recent;y annouce that they're going to release this new pack of most of the TF2 soundtrack, but one thing is, why is "Magnum Force" theme is not included, it's a Sniper Theme, What the ♥♥♥♥, I ain't buying that until you include "Magnum Force"

They have no rights to the music track, so it's simpler and costs less money to just ship their own content.
