how do i play competitive community servers
i did not say valve servers, please dont tell me to go in valve competitive servers, how can i join into a COMMUNITY competitive server to play and get a medal? is it tf2center.com?

I recommend playing on pugs first , I recommend shanapugs

No, don't worry. TF2center is a PUG system, a very uncoordinated one at that.
That's where you play unranked matches in the competitive format. Consider it a higher Pub.
Mumble is a program you use to talk and it's not even necessary. Simply install it to have a better experience, log in to your Steam account on TF2center and play a match! asiafortress.com also has its own TF2center thingy that's much better, play on that.
