Try to verifying game cache.
Your stats look like they're well beyond capable of handling TF2.

Check for different servers. Sometimes, server owners get lazy and don't restart their servers often enough, leading to insane rubberbanding.

Why are there so many issues with Pascal GPUs with this game?

What, did Nvidia screw up the driver updates for TF2? Seems like it

Oh it runs fine offline with bots so it must be something on server side or my connection even though i have broadband and I am wired directly to router.Everything is updated including drivers and windows.

I had the same problem on Windows 10 so I put -windowed -noborder into my launch options and, while it wasn't a perfect fix, it improved the problem a lot.

I can get a 200 solid fps if I cap my fps_max 200, I have fps_max 0 disable, I get over 300 on some map. fps will vary on some server and map and depends on how many players are on the map.
Delete your tf folder then verify gamecache and restart tf2.
