use the steam overlay fps counter
the ingame counter drops your framerate by like 1-2%

Steam Settings -> In-Game -> In-game FPS counter

cl_showfps 0 // Turning this FPS meter on actually decreases fps by about 3%-4%

net_graph 1 // keeping this on actually lowers your framerate by 3-6% depending on the level of net_graph you have it at
// net_graph 1,2,3,4,5

Go into desktop > right click Steam > File Location > steamapps > common > Team Fortress 2 > tf > cfg > autoexec.cfg (if you don't find a file called this duplicate another file and rename it) > open it in Notepad then type your command in > restart Tf2

If you ever need a command to be used every time you load up Tf2, type them here. Hope it helps

If you want to see your fps, just type cl_showfps 1 and it will track your fps on the top right corner of your monitor
create a notepad and name it "autoexec.cfg". This will save the settings you put into it. Add in "net_graph 1" and place it into the CFG folder in TF2.
i love it

steam>settings>ingame>fps counter>on
Put cl_showfps 1 or net_graph 1 in autoexec.cfg, you can edit that file in the notepad++ or in normal Windows notepad.

BONUS:

People who have access to nividia overlay can just press alt + r to turn on the fps counter(position of it can be changed in settings found in nividia overlay menu).
