How can i get the lowest possible graphics for Team Fortress 2?

I'm on a toaster and i'm using Maxframes and using some commands that make the game look bad and no hats mod and TF2 MAXFPS config that removes ragdolls and other stuff like that, but im still getting low fps on busy maps like 10-27 fps. So please tell me how.

If you really want to go the deepest you possibly can, add me and remind me in a day or so. It's too complex to work here, but helps with extreme GPU bottlenecks or calculator level PCs.
