Sounds like someone doesn't understand the basics to human nature or psycology of creating a relatable character.

Scout's romantic intent has no effect on the quality of his work, as we've seen since the introduction of scout's interest in Experation Date SFM. Similar to Spy being on again, off again with Scout's mother, has again shown no effect toward's Spy's performance as a Merc.
Soldier being Soldier doesn't seem to do much to the Mercs when he's simply not around, as we've clearly seen Heavy being a normal refuge with his family hiding from the Soviets, Sniper doing Sniper things, Spy stabbing people, Pyro being a CEO, so on so forth.
As for Mercs being all about killing...There's another name for someone who does jobs for a short period of time. They're called Temp workers. The only difference between a Temp and a Merc is that one is legal, while the other covers the illegal section.

...I really need to point out Scout is in the comics? Or that his role in the group isn't weakened or enhanced by his interest in Miss Pauling?
Care to cite where in the comics scout says he's constantly ignoring his job to chase her? Or evidence showing he didn't do something he should have, because he was with Miss Pauling?
Right now you've got no baseline for an argument on this, and I'm not seeing anywhere in the comics showing his performance suffered.
