We can't decide for you.
we can't tell you who is more fun
but for me it's scout
But if you like engi, play engi.
I find scout fun one day then find engi fun another day, but its mostly scout.
Scout's excellent in a lot of maps but is limited in certain scenarios. Scout on Attack in Dustbowl is absolutely terrible compared to say Engie on Defense.
Engie's more slow-paced and has to rely on his buildings for support. You need to micro-manage your buildings, pay attention to Spies, move your sentry and teleporters constantly. If you "ain't got the time for that sh*t" then Engie's a chore to play. But some people find it rewarding.
You want an opinion? Play them both yourself and see which you prefer more.
on the other hand, high level engineer requires tactical use of unlockables to always remain efficient and deadly with his sentry. You also play the role of a stationary medic with a dispenser.
And teleporters are just so dang useful that you really can control the game with it.
Sad part about playing engie though, you are the enemy spy's greatest priority (I'd say just as much as the medic), and you will need high observation skills and either the best shotgun aim in the world or a really good pyro buddy to keep your buildings ready for the team.
