Pre-order is there to get money upfront to ensure large initial sales. The items which are explicity described as EXCLUSIVE are there to give you insentive into pre-ordering. You're getting more bang for your buck at the risk of getting a bad product. Buying the game after pre-order doesn't mean you get less, it means you've missed out on a bonus, and extra, a thing they have added ontop of the game.

The problem is that they released a day earlier then expected, meaning people that were saving to the last moment to find as much info about a game and order it last minute got screwed over for the costume. And no matter how you look at it they have a point there.

Though some reactions of some of those that missed it are in my opinion way over the top, especialy because it seems to handle only about cosmetic items and not gameplay/story related content.
