This is commonly requested and I support this request, but it still hasn't been implemented for some reason.

It's due to the avatar blueprint id in the steam SDK. For an avatar to be linked to your account, it needs a custom blueprint id assigned by the SDK. You are able to temporarily copy an avatar from a world, but a new blueprint is never written for your account, so it disappears when you log out.
I think it's the avatar podium system that holds this back. Luckily the devs had said that they are working on a workshop like system to easily share avatars
