VRChat Won't Launch

VRChat refuses to launch on my computer. Neither VR Mode or Desktop Mode will work.

Other VR games launch with no issues. Beat Saber, Ragnarock, both launched without issues. For desktop mode, the window pops up on desktop, loads to 100% and says initializing. Then the popup disappears and I see the blue "Stop" button (when a game is running in Steam) change back to the green "Play" button when nothing is running. And my task manager doesn't show anything running for VRC. When launching in the headset, I'm just in the SteamVR void staring at the "Up Next" window for vrc for forever and nothing changes.

I've tried running updates on my computer and my graphics card, uninstalling and reinstalling VRChat entirely, checked the integrity of the files, restarting the computer, and many suggested ideas via the Help Desk for VRChat and random websites across the internet. I'm open to any suggestions I might've missed.

Computer specs (if it'll help):
Processor: Intel i9
RAM: 64 GB
Graphics: NVIDIA GeForce RTX 2070 SUPER
Headset: Rift S
Windows 11

I've never had this issue before and I've had this setup for a few years now, both computer wise and headset wise. Let me know if you need more computer info I guess. Hopefully someone can help me out?

when you installed vrc did you allow eac to install? have you white listed the vrc folder in your antivirus?

Yeah it's installed. I can see the .exe program for EAC in the program files for VRC. I guess I should add that trying to launch the game directly from here doesn't work either ^^;

Major Update: I solved the problem somehow.

What I had to do was go to the local files for VRC and open both the 'launch.exe' file and the 'VRChat.exe' files at the same time. That got my game to finally open in Desktop Mode, where I could accept a new Terms and Conditions for the game that came out yesterday (Nov 23 for me). Once that happened, it gave me a window saying I was in Offline Testing Mode. I just closed the game and after I did that, I was able to open VRC from Steam like normal and the game launched with no problems. Not sure why that fixed it but I'm not complaining. Hopefully if anyone else has this problem, this'll help them out.
