Etenral error world (Solved)

Submitting this for a friend of mine.
My friend has gotten a new PC but for some reason VR Chat in particular is not working on it. It always just sends her to an error world and even during the one time where we made process and she was able to join a world, no other avatars loaded but we were able to hear her and she was able to hear us.

-We have tried pretty much everything at this point:
-Uninstalling and re-installing
-Testing if other vr games run on this new pc (they do)
-completely wiping the game from the hard drive and re-installing
-Tried all the in-game settings
-logging out and back into the vrchat account
-making a new vrchat account
-Contacting vrchat support (they just stopped replying for some reason)
-Threw 30 virgins into a vulcano

Apparently for some reason the "SSL connection" isn't able to be completed on boot-up and there is always an "failed to get texture" error in the log but no clear error code or way to fix it in sight.

My friend is using a quest 2 and VRChat has been running fine on her old pc but for some reason it just suddenly doesn't work anymore on her new one. She still uses the same wifi, headset and everything just the pc is different and again ONLY Vrchat is affected by this.

I really hope someone is able to help as me, her and our friend group are just out of ideas at this point.

did they try disabling antivirus and logging in? (obviously re-enable it after test) if this works add vrc to whitelist , otherwise try this stuff https://help.vrchat.com/hc/en-us/articles/360062658433-Troubleshooting-Connection-Issues-with-VRChat
