Although to answer your question, the reason why VRC+ gifts cannot be declined (from someone) or refunded (in general) is because VRC Team has never bothered to set up a system for that in the first place (and probably won't plan to do so anytime soon considering the sheer number of quintessential features that the service now has). They never exactly needed to because most people that buy, send & receive VRC+ subscriptions will usually do so knowing that it's non-refundable (and non-reversible). And going back to the whole "trolling" thing, I honestly would not view receiving a VRC+ gift as a form of that by any means, since it now a much more highly praised thing to get then it might have been before. Lol XD
Also ask yourself: how long has it been since VRC+ came out, that they have no way to turn it down? Because they don't want to. If they truly cared about their playerbase (and not see them as living piggy banks they can take money from), they would. Because it 'gives them ammo' to make themselves look good infront of their shareholders. Even as a gift, all they have to say is "look how many have subscribed to us!!" It's called lying.
This is why I find gift sniping as a troll for people like myself that don't believe these 'claims' it's making their game better. They give me ZERO hope the money is actually going to server costs and stuff. Pretty sure it's going right into their pockets.
However, I still play this game, because of my friends. Infact, it's usually the only reason I play anymore. But I still don't like not being able to turn down a 'free' gift.
If the devs actually showed to the public where exactly their VRC+ money is going to (to pay for server maintenance/costs/etc...) you better believe I would contribute to this without question. But for 7 long years, they've been anti-transparent with their community, which gives me zero hope.
That's my opinion.
