You can, however, adjust your security settings now to automatically "block" everyone with a "very poor" optimized avatar. And if that doesn't work, you can bump it up to "poor" or less. The amount of frames you can gain from doing so is often quite staggering. If this doesn't work for you ("I want to see everyone's avatar, even the ones killing my system!"), then you can also block avatars on a case-by-case basis by pointing at the user, selecting them, and blocking them from the menu. When you open your thumb-menu, a little icon appears above the nametags of people. Look for those users who have an orange ! dot there. Those are the ones that are unoptimized and hogging your resources.
You can also turn off dynamic bones if the users use a certain amount of dynamic bone checks, which greatly improves performance...but then you don't see wavy hair or jiggly boobs.
And of course, avoiding highly populated worlds is also an option. If you've got 40 people in a single world, that's quite a load on your computer, especially if it's 40 people all constantly changing avatars constantly.
There are other ways to shave FPS off, like adjusting the size of the VRChat window that appears on your desktop and putting it in low graphics mode, since you don't see it anyway, but you only gain a few frames compared to the above fix.
Of course, none of the above fixes work if you're simply in an unoptimized world. And some worlds just lag like crazy. You'll just have to avoid those worlds.
