RTX = Awful performance?
I have two computers, both with the exact same hardware configuration except the GPU:

CPU: i7-8700
RAM: 8GB DDR4

now, heres the issue. On one computer, I have a GTX 1060 3GB. On the other, it has an RTX 2060 6GB. The GTX 1060 gets a massively better performance on VRChat than the RTX 2060. The 2060 will also occasionally have a "usb disconnection" sound from Windows in my headset, and I get an error (for only a few seconds, then it goes away) that one of my sensors lost track of me. This usually only occurs when turning on mirrors in worlds with a lot of people or props visible. No other VR game does this, and none even perform poorly at all (No Mans Sky, H3, Arizona Sunshine, Skyrim, Senua, etc all run like a dream). Is there something specific to the RTX cards that causes issues in this game? If so, any known fixes?

That sounds like it may be a USB bandwidth issue on the motherboard's USB controller. Just taking a stab, but how many cameras do you have? And are they on their own controller, or are they all hooked into USB 3 ports on the motherboard with other devices?

Once you hit 3 cams, you can sometime expect some USB bandwidth weirdness depending on the motherboard, and other devices that are also plugged in. Best option is to buy a PCIE USB card, and have the cameras hooked into that so they have their own USB controller, or to take one of the cameras, and plug it into USB 2 to forcefully limit the amount of bandwidth one of the cameras is using.

Two cams, one on USB3 and one on USB2 (the preferred 2 cam setup on CV1s), HMD using the other rear USB3 ports. This issue only happens in VRChat and nowhere else as well, so thats confusing me quite a bit.

Hmm, I went from a GTX 1060 3gb to a RTX 2060 and my performance is quite a bit better. Although I haven't tried comparing with my old CV1, so it might be the sensors and USB causing bandwidth issues
