VRChat No youtube-dl in task manager when joining worlds with video players

Whenever I join a world that has a video player, I can never seem to load and see the videos being played. The screen is always blank even though other people in the lobby say they can see a video. I have run into others who share the same issue as I and no one has found a solution. I have noticed that when I load into the default VRChat home world when I start up the game, my task manager has 6 video players running, but when I try joining any other world my task manager shows nothing but VRChat. I don't know what is causing this or how to fix it. I have tried validating my game files, reinstalling the game, and I tried the expired certificate fix but I couldn't find any expired certificates. If anyone knows what is going on, please guide me to a solution, I wanna be able to see video players with other people in game. Thanks in advance for anyone who tries to help me.
