Why does this happen, and if possible how do I fix it?

Might need to change your in game height settings. What that setting mainly does is scale the world and your avatar based on your arm length, so it's not always accurate, and may need to be way different than your real height depending on your avatar

ill try this when i get back on later.

might worth checking how far or close of your head your viewpoint is (I think it's the "z" value in unity if I remember correctly). if your view point is too far in front of your head, you will end up with result like that.

yeah, the real life height setting didnt help. as for that, i think the view point is in the front of the head.

Move the view ball back, sometimes they way the bones are setup can result in differences even when you put the ball in the same location for all your avatars. Incase you're still plagued with this or others are, the solution is to move the ball back if you're too far forward.
This can also fix your arms over extending too quickly.

my issue was that they actually under extend, and get right in my face.
think of it like you hold an object against your cheek.

Most likely due to how the bones are then. Bone length of the collar bone or it's position can dictate some rotations.

which is the collar bone, is that the shoulders?

Yep. Your shoulder bone rotates on 2 axises when it goes up so it can mess with how your arms extend.
