First you'll need to import it into Blender, meaning you either need CATS or the MMD_Tools plugins... preferably both
Then you need to translate the bones/meshes/etc to english to work with
Then you need to decimate it to be under 20k polygons without looking like crap
Then you need to setup visemes and eye-tracking
Then you need to port over the textures through alpha...masking i think? too lazy to double-check
Then you port that all over to unity and set it up as a humanoid, setup the shaders, and make sure everything checks out. Add on some physics, special animations, particles, sound effects, etc, whatever you want, make sure you have the VRCSDK installed too, then you need to get a VRChat account since you cant upload to Steam.
THEN, and ONLY then, can you upload to their servers and HOPE that you didnt mess anything up, ending up with a red avatar ghost that will never load.

i just hope you have at least a tiny bit of game development experience, it helps out a lot :)
