For models in general I suggest google XD. Try looking for them in the fmd fmx or mmd format. Those are typically low poly count, pre texturemapped, well rigged models used in those Vocaloid animations and ♥♥♥♥.
You need what is called a Decimator. Also, you don't want to Decimate everything because it turns the model to shti. Mostly you skip through the meshes in the model to find something you can take from. Hair usually is a safe bet. Face you want to keep. May not need too many in the feet and legs. Look for shoes and pants that are too high for this. It's not super easy. There are third party sites to decimate models. Then you just import them back in.
