Report a translation problem
Chest isn't required. It looks more like either spine or hips have been mapped to neck, as I do not see one or the other.
On a side note, may I ask if you took this to Blender for hierarchy adjustment? I struggled for an entire day trying to figure out why my bones wouldnt map right, and it was because Unity looks for specific bones quite like an application on a PC would look for a file.
For example if we have something like a games folder on the root of the hard drive and we want the executable called VRChat from within that folder, the path is:
C:\games\VRChat.exe
If instead VRChat.exe is inside of another folder called VRChat, the PC would fail. In the case of Unity however, it just maps whatever bone shows up in that directory first.
Double checking the hierarchy in Blender is definitely a must at this point.

Where Body is the mesh itself, Armarture is the rigging, and Char name is the collection of the two.
Contrary to what unity says VRChat does require you to have the chest defined. This caused a lot of hair loss for me yesterday.
Sorry for the misunderstanding, "Upper Chest" is not required.
Issues will always vary from person to person, computer to computer. Not everyone will have the same avatar, or same PC specs, same programs installed, etc. The best way for support to be provided is through your individual inquiry. Screenshots of the issue are a bonus in the troubleshooting process, and anything else that can be provided only hastens the problem solving. It is also possible that you simply cannot do it. I've helped countless people setup their avatars on my Discord server and even one of our admins cannot upload from Unity for whatever reason. I can also tell you that not every avatar will work. Being able to upload avatars is not something that is simply done at this point in time, so it will take dedication to take the time to learn the software that requires it.
