Report a translation problem
1) you have version 5.6.3p1 of Unity installed, not 2017xx.
2) You have the latest SDK from the VRChat website.
3) (Rather obvious but just in case) You are using VRChat accounts to sign into the SDK. Steam will not work.
4) You have a avatar descriptor attached to the model.
5) There are no other errors in the console or build window
I have checked and I had done everything it gives me th emessage no matter what account i'm using(even if it isn't linked to steam).

Basically find where you have VRChat.exe in your C: drive and tell the SDK where to find it.
If this does not work we should have a solution momentarily
I've tried everything mention and still I cannot upload to VRChat. I feel the internet is completely useless now for get info about almost anything. What a WASTE of my time trying to get help with so many thing online. (forums, chats, support, etc).
Issues will always vary from person to person, computer to computer. Not everyone will have the same avatar, or same PC specs, same programs installed, etc. The best way for support to be provided is through your individual inquiry. Screenshots of the issue are a bonus in the troubleshooting process, and anything else that can be provided only hastens the problem solving. It is also possible that you simply cannot do it. I've helped countless people setup their avatars on my Discord server and even one of our admins cannot upload from Unity for whatever reason. I can also tell you that not every avatar will work. Being able to upload avatars is not something that is simply done at this point in time, so it will take dedication to take the time to learn the software that requires it.

Build&Publish giving me this error. Tried steam acct, vrchat acct, unity acct creds.

If it helps then problem lays within connection between your vrcsdk and vrchat servers. I read somewhere, still cannot find it, that sometimes vrcsdk with autochoosing option for upload servers choose wrong one and because of this it stuck on uploading.
You need to spend more time ingame. Not in Unity.

You need to spend a certain amount of time in VRCHAT now before you can upload.
They introduced this a while back.

If the polycount is too high in the SDK all buttons will be greyed out even if the polycount isn't too high on one of your models in the same project.
This means you need to delete the model with the polycount that is too high and or delete the several ones that may have a too high polycount to even be able to upload those who isn't too high in the same unity project.
Why? Because the official made VRCHAT SDK for unity is a broken mess.
