The way Steam Workshop works is not really compatible with VRChat and how avatars are uploaded. Your best bet is uploading it yourself, or finding a public avatar you want to use.

You might missing a page here. Workshop is weapons free area where anything goes and difficult to curate. And let's not forget people tendency to falsely tagging their item intentionally so it would bump in everyone search even when its unrelated. And how most likely it would be left as it is.

Sure workshop is easy to use. But its nightmare to manage (and a headache to browse what you looking for).
