As for Optional Cross-Play, I am pretty sure that would defeat the purpose of VRChat as a game. You are meant to meet other people across the world across various devices. This change would pretty much separate the community into PC Only, and Android and I-Phone Only.
As for the ID Verification, I think it would be good for 18+ Accounts, but I feel that people could easily just get their parent's ID's or make fake ones to trick the system. I just don't think it would work.

Maybe they'll even update the SDK so explicit avatars/worlds are automatically hidden from the unverified! (that'd be nice)
I just tried Persona's age verification on Roblox. If this will be anything like that then you use your smartphone to take a picture of the ID, and then you have to show it three sides of your face. (front, slightly left, slightly right.)
These can't be saved images either, has to be done then and there with fresh new images that don't even get saved to your phone. It's a pretty obvious verification process too, so uh... Well, you can't 100% stupid-proof a process, but by this point it'd be solely the parent's fault if someone is age verified that shouldn't have been.
