If you are on desktop, then try going into your Nvidia panel and forcing V-Sync off for VRchat's app profile. If this is happening in VR (which I suspect since most folks are likely running headsets in 90Hz mode), then you have your headset and streaming app on the PC configured incorrectly.
A Q2 using Air Link/VDesk or a Link cable needs to either have the headset in 120Hz mode if you want 60fps running LOCKED in each eye separately, or in 90Hz you have to shut off the smoothing/Asynchronous Spacewarp feature since it cuts your max Hz in half to give you a VR-version of V-Sync.
A GTX 1070 might be pushing what your system can handle though, so I'd honestly suggest putting your Q2 in 120Hz mode and calling it a day if that is indeed what is happening here.
The world alone can eat up a fair amount.
