Its cutting your framerate in half because you arent reaching the target FPS. What are your specs on your PC?

Desktop? VR?

if you're playing with virtual desktop, try disable SSW on config

If you are on desktop, then try going into your Nvidia panel and forcing V-Sync off for VRchat's app profile. If this is happening in VR (which I suspect since most folks are likely running headsets in 90Hz mode), then you have your headset and streaming app on the PC configured incorrectly.

A Q2 using Air Link/VDesk or a Link cable needs to either have the headset in 120Hz mode if you want 60fps running LOCKED in each eye separately, or in 90Hz you have to shut off the smoothing/Asynchronous Spacewarp feature since it cuts your max Hz in half to give you a VR-version of V-Sync.

A GTX 1070 might be pushing what your system can handle though, so I'd honestly suggest putting your Q2 in 120Hz mode and calling it a day if that is indeed what is happening here.

Yeah thats totally normal, youll never get vrchat to run above 60 fps realistically in vr, it does this on purpose to make the game look better with tvs strapped to your eyeballs

Forcing V sync to be off in the nvidia control panel for Subnautica solved this issue for me.

Öhm, my average FPS in VRChat in VR is usually about 89.7. And that is at 150% resolution on an Index.

It would be nice if you could also include the name of the world, and the amount of players you had around, cause there it is a very friggin' big difference between a bright white box with 4 players with simple avatars, and eye candy world with 20 players with avatars that push through limits.
The world alone can eat up a fair amount.

set the desired frame rate in steamvr to be one setting lower. for some reason VRC decided at some point that SteamVR settings trump all, and thus they auto-enable Vsync regardless of what you choose. If you average at an actual 89fps, congrats, you get 45. The trick is to turn the "TARGET FRAMERATE" setting in steamVR's menu down one step at a time. usually it happens that people will get 70-80fps and it gets cut down to 45 because of this fun stuff.
