2. How many people do you think have made a Master Chief avatar or a variant of him? How many is too many? How do you decide that? What about people who exclusively use their avatars in a rotation as a means of display and advertisement?
3. What happens to avatars or creators who abuse the system or copy others?
I can keep going. Point is, not really possible.
2. People are already uploading lots of variants of popular characters. If anything, this would decrease the number of duplicate avatars because people could find what they're looking for instead of uploading yet another version of it.
3. They get banned, presumably.
Point is, this is a basic feature that should be included in this game.
That"s when I started to make my own avatars, picking first the models I couldnt find in those favorite worlds, then models that I liked but that had issues (poor optimization, lack of good emotes, lack of facial expressions) or could be imrpoved (accessories, different textures, different size, different body parts, better animations, flying...).
Initially, there wasn't even a favorite system. You simply had to find the world over and over again before you went chilling with friends.
Perhaps the market avatar shops will institute search features once they build an assortment of avatars. It works to the sellers advantage to have their wares easily browse-able.
That being said, I do think a search feature would be nice for users not willing to learn avatar creation; but for those who are willing, you can find avatars on a ton of online avatar repositories.
For now, world search is a thing that might help a bit. Some worlds even have a book-like layout for their avatars so you can swap avatars without even taking a step.
Not everybody who plays this game loves to spend hours to find an avatar, especially if you've little free time at your disposal. Also, the implementation of a search function will not detract to the research of different avatars and worlds, because the pleasure to find unexpected models while exploring will always be there for those that enjoys it.
