but if you are not doing that and are more into just re-texturing an already created model you can do that in unity + any image editor (I like GIMP).
For texturing, Substance Painter is excellent, but Open Source solutions, like Krita and Gimp, can be used as well.
Note that making an avatar from scratch is a daunting task that you might not be ready for, so looking on Booth or Gumroad for base models to texture and upload might be a better way to get started.
