(as opposed to the older youtube-dl I was familiar with)
So for me the fix was to download a version that works with win7 from githup and place it into the folder that holds external assets on the current game version:
C:\Users\*UserName*\AppData\LocalLow\VRChat\VRChat\Tools
Maybe this can help someone else aswell.
EDIT: I haven't found out yet how to stop VRchat from automatically updating the file, so for the time being I need to replace it with the win7 version every time I enter a room with video player.
They do if you use the file from github (dot) com/pypy-vrc/youtube-dl-pypy
follow the directions at the bottom of that page to get video playback working in vrchat on windows 7. The official version didn't work for me and I had to rename the one at the bottom of that page to yt-dlp.exe then you need to set it as read only. I haven't fully tested this in every single room but I did get results that I hadn't gotten with any other method. So it is very much possible to make videos work on windows 7 you just have to do a little work the developers can't be bothered with.
