You can also just come out and let them know right off the bat that you are super shy. You will know right away whether they are understanding or not. I'm still pretty shy myself, and I catch myself thinking way too long about how to approach someone without ♥♥♥♥♥♥♥ it up. I started my convos off with small comments, and it helped.

But its easier said than done, but its weird, at least for me.
Online it feels weird as f*ck, but in the outside world i dont have a problem socialising.
but im less shy when theres only a few ppl around and no one has a mic, so i join worlds with like only a few ppl on them. but if everyone else is already playing together then idk i just leave
and some worlds are scarier than others, idk why but the great pug is the scariest.
i spent like a hour just standing outside the room that everyone was in, then i got the courage to go in, someone said hi, so i went up to him, but he was just saying hi to someone behind me so i was just ignored and felt dumb :c
Honestly my 10 first hours of VRChat I never talked because I was shy, but really it was all in my head, VRChat made me more Sociable then ever and introducing myself to new people, in-fact close friends with them today still and play other games together.
I can take you for a stroll around VrChat or we can just sit and talk for a while if you'd like.

My real only advice is join rooms that aren't packed with people. If you join a room that, lets say has a max of 20 players, and there is over 15 it wont help anything at all when so many people are going crazy in there. Join rooms that have maybe around 4-5 at least so it feels more like a comfortable setting to talk to someone in general. Just do that for some time and you'll start branching out to bigger rooms etc. Works for me kind of, but hopefully it will work for you.
