It's open to the community to create and use avatars. The less restrictions the better I say. I'm not even into the lewd avatars, but cleavage never hurt anyone.

If you have a problem with lewd avatars then I would recommend hiding the avatar or reporting the avatar if it is breaking VRChat Community Guidelines(Only report a lewd avatar if a user is on a public world and is using a lewd avatar). But other then that, the lewd avatars are not going to be remove, it is up to the VRChat devs.
