If you have the pc to run a VR setup, i would suggest a rift S. You dont need trackers since they are built in the quality is great and tracking works fine. and should be around the same price range.
You could also look into windows mixed reality WMR they are normally on the cheaper side. But i dont have much information on those.
I dont know your price difference so you would have to look that up.
I am currently using the quest with virtual desktop to play completely wirelessly. There are no major issues in playing VRchat with it, and you would not be missing out on anything significant using a quest for it.
I will note there is a VRchat specific version of the game for Oculus quest when using the quest in standalone mode. It's a very limited version of the game, and most people using a quest will use the oculus link or virtual desktop to play VRchat in full PCVR mode.
Between a Rift S and the Quest. I would recommend the Quest. The quest can do about 95% of what the Rift S can, but also a lot of quest specific stuff on it's own.
