Voicemod at first I couldn't recommend, however, I worked around it, it's been working great! Unfortunately, they swap out voices every day for the free version but give you several to use for a day and switch. If you get the Pro version $5 for 3 months, they give you tons of options.
Which do you recommend for beginners?
And also I need something that works on anything.

I use it regularly on a daily basis every time I run VRChat. It's used to play .MP3 Audios.
No voice changers at all, and not anywhere to be found in the application.
It is a good Software though to play sounds and such.
I am concerned about the high occurrence rate of noise.
