There is this new "saftey" mode ♥♥♥♥♥♥♥♥♥♥ they added, it's probably turned on by accident on your system. It prevents lewd avatars from loading, but in reality it just prevents everything from loading.

Edit: your mic is muted in game by default, pull up the menu with your right hand joystick and there is a mic button in the bottom left of the menu.

Check your safety settings as mentioned above. Also, you're on a Quest. So some avatars may not load for you at all. Unless things have changed, the models being used might be to much for the Quest to render. In which they will still appear as the dummies. Another thing you might want to do (if you're comfortable with it) is turn off personal boundaries. Otherwise people will seem to disappear when you get near them.

(I use PC so just going by info and videos I seen a couple weeks ago.)

The PC version and Quest version are two separate builds of the game. They cannot see content that has not been uploaded to the other platform. This includes avatars and worlds. If someone has an avatar that the creator only uploaded to the PC server, you will see a robot replace it on your quest. It is up to the other user to upload their avatar on the quest server as well. Since the quest just came out, most haven't done this yet, but as time goes on and more people are aware of this, they will start to upload a quest version of their avatar so quest users can see them.

This works the other way too. If you are using an avatar that was only uploaded to the quest server, PC users will see you as the same robot. You can tell what build the avatar is uploaded to by the avatar picture. On the top right of the picture, there are two small circles. One says PC and one says Quest. The clients that the avatar is set up for will have the icons lit up

not true, desktop users and other VR headset users can see all avatars and access all worlds. The only one gimped are quest users that can't see any avatars not made specifically for quest.
This is because quest is a lot LESS powerful then any other headset out there, and can't render content not made for it.
Btw, most avatars won't be ported to be seeable by quest, because to do so one needs to reduce HEAVILY the amount of polygons, bones and materials on an avatar. In other words, no clothes that move, no hair that moves, no jiggle physics and a very low graphical quality.
Let me make this clear to you, chances are, as a quest, you'll never see more then 20% of the game ever, because you won't have the power needed to run it.
