yes he can. but less chance than scout, can't get the numbers exactly.
Assassin has 2 attacks - balances Scout evasion(50%)
Assassin has 25% more damage than warrior(x2) like scout - balances Block (25%)
Assassin has 25% armor - equal with Scout
Assassin has 4 multiplier of Constitution into HP - HP like Scout
The only thing I didn't see in the video was how is that balanced against Mage?!
So he does Scout damage 2 times, and doesn't need to worry about not hitting, and not having evasion(mage always hits anyways)... so he has the same damage as a Mage, and 2 times more HP? Maybe they add some damage reduction to mages specifically against assassin?
End result, without full info, I'm not sure if I missed anything, but assassin seems unbalanced against mages, will be expensive (2 weapons to upgrade), and will have a hard time against Dexterity based dungeon content I think (the Scout can progress as fast as he can because of lucky RNG based dodging streaks in multiple attempts)
