How to unlock legendary governor's hat?
I just want to unlock this hat (one of the reasons I love this is that I can customize my character), but I don't see the achievement. By the way, I'm a new player, maybe I have to get other achievements, before this one appears? Thx guys.

"Elite" is a status, not a hat.

I know that. I just wondering because i met a player with elite hat but he was HIGH ROLLER and i confused...

Elite, like VIP+ has their own hats, check "Collectables" section in hats.

While clicking VIP+ hat is says that I need to become VIP+ (it's obviously about amount, because I cannot degrade from current status).

Elite status can be taken away and most likely you won't lose the hat.
