BUG: Cannot talk to Gregorius Swann(Quest: A danger to herself and others)

Could not complete the quest as when you talk to Swann after talking to the woman, the dialog box comes up for a second and then goes away again.

Same issue here. The dialogue starts and ends less than a second later!
