Electric Fence Iffy Bug
Been playing with a friend and have the free source skill mod in play. Quite a few times the electric fence skill has just not done damage. No "miss" text or anything like that, the game just acts like it didn't cast despite it visually going off and going on cooldown/using the ap for it.
