Report a translation problem
The usual advice for similar situations that I've found (for Windows users like myself) is to bring up the task manager and End Task on the offending game. However, there's no task for it in the task manager to do that with. Based on this, my guess is this is a problem with Steam, not DoS2. And in any case, the End Task suggestion, even if it worked, wouldn't actually *fix* the problem - it shouldn't stay running in Steam in the first place.

So now we know the culprit, but is there a permanent solution availble?
I turned off the steam cloud for this game, and that seemed to stop the issue for me.
It appears that the issue is coming from the "DriverVersionChecker" in the /bin folder of the game. For some reason it does not want to shut down after you exit the game, and is keeping the status in Steam as "running".
Using task Manager, if you got to the details tab, you can end the "DriverVersionChecker" process and then steam will show that the game has stopped running.

Someone found a more permanent solution to the problem. Risdyne in another thread mentioned disabling the version checker in the launcher settings in this thread: https://steamcommunity.com/app/435150/discussions/0/29560405880193
