After telling the beggar that you'll expose his cruelty to his dog, the game offers 4 options. Three of these involved asking him for money to stay quiet, while the fourth option is to just "Turn away." Even after choosing "turn away," the quest log entry still reads "We extorted the beggar into giving us some money."

Furthermore, no matter what you do, it seems the quest cannot be closed.
