At first, you can simply return the game, if it doesnt work in the next week to get your money back.
At second, posting your system specs will help to identify your problems. Not being to able to create a renedering device sounds a lot like a video card error.
Did you already check if your Graphic Card supports DX11? Because if it doesnt you wont be able to run the game at all.

EDIT:
i have found this thread about having the same problem with DOS EE (DOS EE uses the same engine as DOS 2) which might help:

You could at least post GPU's your computers have and what operating systems they're running.

Game requires at least:
Windows 7 SP1 64-bit or newer operating system.
NVIDIA® GeForce® GTX 550 or ATI™ Radeon™ HD 6XXX or higher GPU (Intel chips are not supported).
DirectX Version 11 or newer installed.
You should also make sure your graphics drivers are up to date.

Are you trying to play on AMD video cards? This sounds like a problem that's been happening with other games on AMD GPUs. If that's what you're running, try enabling 'GPU Scaling' in Radeon Settings, under the Display tab.

I have actually gotten the game to work, still no idea why it has not worked on my main computer but I have found one that will play it

Toxica97, if you at least put up the specs of the computer it won't run on, it will help the community troubleshoot for you. From what little you impart, it does indeed sound like your graphics card is the issue. What make and model of graphics card are you using?

You mentioned Intel chips are not supported: any workaround or does this mean you would need to buy something additional to make this work?
