Dark dealings in the black pits possible bug? (solved)

playing in modded definitive edition and i dont remember the paladin ever giving me a war owl whistle and i cant find one. I have a red flag marked on the docks yet i've already been there and killed the magisters and I have been into the mine to the eternal lady and killed her. I'm not sure what i did wrong? i dont recall ever selling the whistle or ever having it to begin with. I went back to talk with the Paladin and the ambush doesnt happen, paladin just tells me to be on my way and i cant figure out what i did to break it?

If you accepted his quest before going there, then you got the whistle. I don't know if clearing the area beforehand prevents him from giving you the quest, it is possible though. Keep in mind that there are things you can do that lock you out of certain quests such that you cannot complete them once done. Whether this is that or not, I don't know. If you had the quest, he should instead say something like "I haven't received your owl yet" whenever you talk to him. I'd assume that you should still be able to acquire his owl whistle and blow it in the appropriate area, but seeing as I've never had your issue before, I can't say for sure.

I read a letter i found at the Docks and apparently that moves the quest marker to the paladin checkpoint, went there, killed shadow assassins guys and finished the quest as far as i can see. still never found or saw the war owl whistle. But i guess it worked out.
