Can't craft/combine blessed water barrel

I'm in arx and up by the lizard place there is cursed fire everywhere and a lot of water barrels, so i'm thinking okay, i'll turn these into blessed water barrels and just go play firefighter inside. Tried casting bless on the barrel, didn't work. Tried combining the barrel with a life essence and that didn't work either. Is it even possible to craft a blessed water barrel without using the gift bag functions?
