where is the crossbow with no bowstring?

really need help cant find it anywhere and to my knowledge crafting it doesnt work even though it says a long branch and short stick make it it only makes a toy crossbow.

there is one near the undead trader outside ft joy.

That crossbow is on the cart next to the undead trader just across the bridge you can lower to exit the fort. It should make a crossbow no better than the toy one however as crafted weapons are your level. I'd recommend just going into the houndmaster's quarters and getting his, or bringing Ifan to that trader and getting the unique one.
