Can someone tell me where to get this? Nothing could be found on google, ppl are just either posting the screenshots of the stats, or builds with it, but 0 info on where to get it?

It's in Arx. So pretty late in the game. There will be an elf vendor north of the main square area waypoint, just past the bridge and on its east side. It's just before the cathedral area.
