Garvan Won't Take Poisoned Stew: Did I Break My Quest?

I'm at the quest where you have to take Garvan's head. That's all fine and dandy, I have the poisoned stew, he has his head, we should be good. But the option to give him the poisoned stew never comes up, just the regular meal. I quicksaved and tried feeding him that too, just in case, but then he just got so full I couldn't feed him ANYTHING more. I know I'm just missing something, can someone tell me what it is?

Pretty late, but it should be tainted stew. There is a lady in the outhouse around the back of the tavern that gives you a hint that she had a void tainted fish in her stew. Use that to make tainted stew.

Oh! I see. By this point, I actually just gave up, stealth-summoned a bone widow and just killed him that way. Thanks nonetheless, ha!
